摘要
在欧洲资格框架的影响下,德国于2009年公布《德国终身学习国家资格框架》,经过多年的发展,该框架已进入早期运作阶段。通过对该框架的目标、发展过程、主要内容和实施情况进行梳理和分析发现,德国在国家资格框架的开发和实施过程中具有多方面经验:科学的顶层设计;分步推进发展;突显本国特色;实施试点测试;形成广泛共识;完善支撑措施。实现了教育和培训机构与劳动力市场的有效对接,形成了透明可比的资格体系,有利于促进终身学习的发展。
Under the influence of EQF, Germany adopted the German qualifications framework for hfelong learning in 2009, which has entered the stage of early operation. By combining and analyzing the target, development process, main content and implementation of the framework, it can find that Germany has many experiences in the development and implementation of the National Qualification Framework: the scientific top-level design, step by step to promote the development, highlight their own characteristics, implement the pilot test, reach a consensus, complete supporting measures and so on, which realized the effective link of education and training institutions and the labor market, formed a transparent comparable qualifications system, and thus in favor of the development of lifelong learning.
