摘要
人口老龄化的发展程度有其特定的时间进程表。依据各国进入老龄化不同阶段的先后顺序,共探讨三个问题:第一,国际组织对各国人口老化在不同时间结点的回应,并从其回应的方案中寻找其规律;第二,各国在人口老化的不同阶段,其社会经济形态会随之发生变化,通过各国量化的趋势图将对其展开论证;第三,通过韩国养老政策的变化调整来进一步论述人口老龄化时间表与之的相关关系。以此来说明,在应对人口老龄化危机时,老龄化时间表如同一支"有形的指挥棒",不仅社会形态、经济结构会随之发生变化,先行国家与国际组织都会以此做出相应的战略部署,这也对我国现阶段缓解人口老化需要做出的准备提供了前瞻性的建议。
The development level of ageing can be described as the scheduler. According to the different sequence of ageing, this paper will discuss three points. Firstly, the responses of international organizations to the ageing levels in each countries in different timing, and the universal disciplines from the policy response. Secondly, this paper will discuss how the social and economic status varies according to the different step of ageing by quantitative trend charts. Lastly, taking Korea as an example to discuss the relationship between the ageing scheduler and the adjustments of ageing policy. These three points illustrate that the ageing scheduler act as a ＂tangiblebaton＂ when dealing with the population aging crisis. Not only it will adjust the social formation and economic structure, but also it will push the developed countries and international organizations to make the corresponding strategies. It also provides forward - looking suggestions for China to remit the elderly problem at the present stage.
