摘要
通过对养老机构火灾风险进行有效评价,可有的放矢地针对养老机构的火灾防控薄弱环节进行预防与控制,降低其火灾事故发生概率。通过对近几年我国养老机构火灾事故的统计分析,运用现代事故综合致因理论,分析导致养老机构火灾事故发生的原因,从被动防火能力、安全疏散能力、主动灭火能力和管理能力四个方面,搭建我国养老机构火灾风险评价指标体系。运用模糊层次分析法,构建养老机构火灾风险多层次模糊综合评价数学模型,并对某养老机构进行应用研究,确定了其火灾风险等级,并提出对应的改进措施,以期为加强对我国养老机构的防火安全管理提供理论借鉴。
An effective fire risk assessment of Chinese nursing institution for the aged plays a determination role in prevention and control of the weak links in fire accidents, and also reduces the probability of the occurrence. With statistic analysis and comprehensive cause and effect theory of modem fire accidents in these institutions, the paper builds the evaluation index system of the fire risk assessment in four aspects, such as passive fire protection ability, safe evacuation ability, active fire control ability and factors of management. It structures the mathematic model with FAHP （fuzzy analytic hierarchy process） and applies it on a certain institution to determine the fire risk grade and puts forward the improvement measures, so that we can provide the index system as an available basis for fire safety management of Chinese nursing institution for the aged.
