摘要 目的:了解国内外防范青少年滥用成瘾性药品所采取措施,结合青少年滥用成瘾性药品特点及我国实际,借鉴国内外成功经验,完善我国青少年滥用成瘾性药品的监管体系。方法:利用文献分析和资料分析法,探讨美国、英国、中国香港这三个有代表性的国家和地区在青少年滥用成瘾性药品监管方面的措施及政策法规,分析我国青少年滥用成瘾性药品监管方面的不足及面临的实际问题,完善我国青少年滥用成瘾性药品的监管措施。结果:不同国家和地区的青少年滥用成瘾性药品监管工作有自己的特点,对我国具有一定的借鉴意义。结论:应合理优化青少年滥用成瘾性药品各项监管政策的投入比例;关注青少年心理健康,积极推进预防教育,提高宣传力度;完善成瘾性药品流通渠道的管理措施及政策法规。 Objective: To understand the measures taken at home and abroad for preventing anesthetic abuse in adolescent, combined with the features of anesthetic abuse in adolescent and China's actual situation to develop and improve the regulatory system about anesthetic abuse in adolescent for our country by learning from the successful experience at home and abroad. Methods: By analyzing the literature and materials, measures, policies and regulations about anesthetic abuse in adolescent in the United States, Britain, and China Hong Kong were discussed. In addition, the practical problems and shortage in preventing anesthetic abuse in adolescent in our country were analyzed, so as to improve our country's regulatory system about anesthetic abuse in adolescent. Results: Every country has its own advantages in managing anesthetic abuse in adolescent. It has some practical significance for our country. Conclusion: It is necessary to adjust reasonably the distribution in investment policies about anesthetic abuse in adolescent, pay more attention to the adolescent mental health, actively promote preventive education about anesthetic abuse in adolescent, increase publicity efforts, improve the policies, regulations and management practices about anesthetic distribution channels.
