摘要
在世界范围内,天然气价格形成机制十分复杂,只有美国等极少数国家实现了天然气定价的完全市场化。天然气定价的市场化程度受自然资源、产业发展和市场条件制约。我国天然气价格形成机制改革取得了阶段性成果,实现了从成本加成定价法向市场净回值定价法的转变。未来我国应通过大力发展天然气工业、建立天然气战略储备、培育天然气期现货市场等措施促进天然气定价市场化。
Around the world, the formation mechanism of natural gas pricing is very complex, and only a few nations such as the United States have achieved full liberalization of natural gas pricing. The market of natural gas pricing is restricted by natural resources, industrial development and market conditions. China＇s natural gas price formation mechanism reform has gained the stage results by being transferred from the cost plus pricing method to the market-net-return-value pricing method. In the future, we should promote the liberalization of natural gas pricing by developing the natural gas industry, establish the strategic reserve of natural gas, and foster the spot market and futures market of natural gas.
