摘要
高等学校后勤是高等教育体系不可或缺的重要组成部分。目前,高等学校或多或少存在缺乏"大后勤观",不能紧跟高等教育发展理念,难以适应大众化教育的发展步伐;难以形成长远的科学发展目标,无法满足高等学校发展需要;缺乏专业化经营管理人才,造成后勤服务体系运行效率低下;后勤资源配置没有实现科学优化,造成后勤机构设置重叠、管理交叉;后勤管理服务体系机制落后,粗放服务导致后勤保障水平不高等问题。通过分析研究沈阳农业大学围绕"大后勤观"理念,建立高等学校后勤服务保障体系的经验和办法,强化高等学校"大后勤观",制定"十三五"后勤发展规划;优化配置学校后勤资源,大力整合后勤机构设置,优化资源配置;推进后勤目标化管理机制,加强服务体系信息化建设;规范财务管理制度和严控经费支出,加强物资管理和实行集中采购;推进高等学校后勤服务社会化改革,提升后勤服务社会化水平。为高等学校后勤服务保障体系建设提供有益借鉴。
Logistics is an indispensable part of colleges and universities. This paper introduces the concept of General Logistics into the collegiate logistics system construction. Currently, many colleges and universities lack of the ideology of General Logistics so that they are confronted with problems： They fail in keeping up with the development of higher education ideologically, adapting themselves to the pace of mass education, setting a long-term scientific development target and meeting the need of collegiate development; they lack of professional management talents, which causes the logistics system to be inefficient; in the current collegiate logistics system the resources allocation fails in scientization and optimization, which causes organizational and managemental overlapping; and the operation mechanism of the collegiate logistics system falls behind and the service it provides is extensive, which causes the failure of the logistical support in providing high-quality services. Such problems force colleges and universities to take the ideology of General Logistics, make the 13 th five-year plan, optimize the logistics resources, strengthen the logistics department construction, propel the objective management, strengthen the informationized service system construction, standardize the financial management system, control expenditures strictly, improve the resources management, conduct centralized purchasing, and move forward the socialization of collegiate logistical service to improve the the socialized logistical service.
