摘要
梳理分析了发达国家和地区发展健康服务业的一些共有原则和做法,如兼顾市场和政府作用的共同发挥、鼓励竞争并发展私人医疗机构、注重整合和协同等;指出上海当前发展健康服务业面临着资源总量不丰富、社会办医发展程度不高、商业健康保险市场不健全、健康管理处于起步阶段、卫生计生组织还需发展等问题;并以问题为导向,提出促进供方市场的多元和多样化,从合理支付、合适产品和规范市场三方面入手发展需方市场,以及政府要有所为和有所不为等发展策略建议。
This paper analyzed some common principles and practices in developed countries and regions in terms of developing health care industry,for example,giving full play to the roles of government and market,encouraging competition and developing private medical institutions,and paying attention to the integration and collaboration. The article also pointed out problems in the developing process of health care industry in Shanghai,for instance,insufficient resources,underdeveloped private medical institutions,imperfect commercial health insurance market,and start-up health management and undeveloped social organizations. Based on these problems,this article made suggestions for assisting the development of health care industry,such as promoting diversity of the supply side,developing demand side from proper payment,suitable products and regulated market as well as government＇s following the principle of ＂Dos and Don＇ts＂.
