摘要
图书馆发展与城市发展密不可分,是城镇化的重要内容。自21世纪以来,东莞地区在城市文化战略发展的不同阶段颁布了一系列的图书馆政策。其政策在内容方面注意将国际先进模式与地区实际相结合,贯彻落实图书馆建设发展的体系化、信息化和标准化,取得了较好的实施效果。但也存在一些需要改进之处,如区域图书馆管理模式需继续完善,图书馆政策需从行政规划向行政法规推进,制定政策之前应进行广泛的需求调研,建立科学严谨的项目实施效益指标等。
Library development and city development are inseparable, is an important part of urbanization. Since the 21 century,Dongguan area at different stages of the city culture development strategy promulgated a series of library policies. In terms of content,these policies pay attention to combine the international advanced model and local conditions, implemented the systemaltization,informatization and standardization of the library construction and development, and have achieved satisfactory results. Some improvements are also needed, such as, perfecting the management model of the regional library constantly, pushing the library police from administrative planning to administrative regulations, conducting extensive research before the policy making, establishing scientific and strict the efficiency index of project implementation.
