摘要
随着政府公共服务职能的增强,对于公共服务的绩效评估越来越受到重视。西方的成功经验证明,公民参与是客观评价公共服务绩效的重要手段。通过对天津市基本公共卫生服务项目绩效评估的实证分析可见,公民参与并没有在评估中获得应有的重视。在公共服务绩效评估中,公民参与仍然处于有限参与的初级阶段。公民参与的滞后原因主要源于政府职能、权力来源和法律制度缺失等。在依法治国的背景下,通过法治建设提升公民参与公共服务绩效评估的水平,应该是最为可行的实现路径。因此,要在中央和地方层面的法治建设中,对公民参与公共服务绩效评估应做出实体法和程序法的具体规定。
With the increasing functions of government public service, more and more attention is focused on the performance evaluation of public service. We can see from the successful experience of western countries that citizen participation plays an important role in evaluating the performance of public service objectively. From analysis of the positive research on the performance evaluation of basic public health services in Tianjin,we can see that not sufficient attention was focused on citizen participation during the performance evaluation. At present,our citizens are still at the primary stage of taking limited participation in the performance evaluation of public service. Lagging behind in citizen participation is mainly caused by the deficiency of government functions,powers,laws and regulations. In the context of ＂rule by law＂,to promote citizen participation in public service through rule of law is supposed to be the most feasible way. Therefore,specific provisions of substantial law and procedural law should be established in terms of the citizen participation in performance evaluation of public services,both on the central level and on the local level.
