摘要
中国总体国家安全观为应急管理体系的演进提供了自上而下的动力。本文从理论研究和制度实践两个层面讨论了总体国家安全观下应急管理与安全治理的关系,并对中国下一代应急管理体系建设提出了初步设想。本文认为,应急管理与安全治理在理论研究上正从相互独立走向交叉融合,在制度实践上正从内外有别走向内外一体。在总体国家安全观下,中国下一代应急管理体系既要与安全治理体系进行整合,也要保持相对独立性,以安全治理体系建设为契机,发展第三代应急管理体系。
The Chinese Overall Concept on National Security provides a top- down motivation for facilitating evolution of emergency management system.Based on the assumption,this article discussed the relationship between emergency management and security governance,and proposed a preliminary framework for the next generation emergency management system in the perspectives of both research and practice.The paper argued that emergency management and security governance are merging with each other rather than developing independently in theory,and are integrating with each other instead of operating fragmentally in practice.Under the Chinese Overall Concept on National Security,the next generation of emergency management system is necessarily being integrated into the security governance system,and will remain relatively independent to develop the third generation of emergency management system.
