摘要
根据"奎独乌"区域经济发展现状,以及产业结构、产业布局、污染物排放和气象条件,以细颗粒物(PM2.5)、臭氧(O3)以及挥发性有机物(VOCS)为特征污染的复合型大气污染,是目前乃至今后一段时间内所面临的主要大气环境问题,而这一环境问题是我国现行"属地"特征的环境管理模式难以解决的。本文通过分析"奎独乌"区域内各城市间的地域关系、复杂的行政区划管理层级、大气主要环境问题和环境管理资源现状,提出整合区域内现有环境监管资源,探索建立跨"奎独乌"区域环境保护机构的必要性和可行性。
This paper,through analysis of regional relationships between cities and complicated administrative management level,atmosphere,the main environmental problems and environmental management resources present situation in＂ Kuytun,Dushanzi and Usu＂,puts forward to existing environmental regulation resources integration area,exploring the necessity and feasibility of regional environmental protection agency across the Unified ＂ Kuytun,Dushanzi and Usu＂region.
