摘要
随着我国经济的快速发展,车辆拥有量急剧增加,物流的迅速增长和交通流量的进一步增大,全社会对高速公路的需求越来越大。但由于国家财力有限,无法一方承担众多的高速公路建设所需资金,导致高速公路发展缓慢。PPP(Public-PrivatePartnership)[1]模式的引进可以解决上述问题,但许多项目由于在风险分担上难以达成一致,往往导致项目的失败。风险识别是风险分担的基础,有效识别各风险间的内在关系有利于风险分担的实施。本文通过风险检查表法识别出高速公路PPP项目中可能存在的风险,并通过ISM法建立各风险之间的关系框架,有利于今后风险分担框架的制定。
With the rapid development of China＇s economy, the rapid increase of vehicle ownership, the rapid growth of logistics and the further increase of traffic flow, the whole society on the highway needs more and more. However, due to the limited financial resources, the state cannot afford the funds needed for a large number of highway construction, resulting in slow development of the highway. The introduction of PPP（Public-Private-Partnership） model can solve above problems, but many projects are difficult to reach a consensus on the risk sharing, often leading to the failure of projects. Risk identification is the foundation of risk sharing, and to effectively identify the internal relations between various risks is beneficial for the implementation of risk sharing. In this paper, it used risk check list method to identify the possible risk of highway PPP project, and through the ISM method, established the relationship frame of the risks, which was conducive to the future development of risk sharing framework.
