摘要
贫困县退出机制问题是现行扶贫政策中和国家治理能力现代化进程中亟待解决的一个问题。贫困县政策本身是基于国家认证能力,并因循着科层化的组织逻辑而展开的一种政府主导的规划性社会变迁。但是,由于贫困县对于政府资源产生了过度的依赖,政绩考核体系使扶贫政策发生"目标偏移",信息公开机制的缺乏导致监管失灵等原因,导致了贫困县"退出难"。为此,通过构建社会多元参与机制,完善扶贫工作导向的政绩考核机制,改善扶贫工作中的信息公开机制,并将其纳入到一个整体系统中进行分析,从而有效地设计出一套行之有效的贫困县退出机制。
Poverty- stricken county exit mechanism urgently needs to be addressed in poverty relief policy and process of National Governance Ability modernization. Based on National Identification Ability and organizational logic,poverty- stricken county policy is a planning social change dominated by government. However,because poverty- stricken counties over- dependent on governmental resources,performance evaluation system leads deviation of poverty relief policy goals and lack of information disclosure mechanism causes regulation failure,poverty-stricken county exiting is a problem. Therefore,construct social multiple participation mechanism,poverty- alleviation- oriented performance evaluation system mechanism,and information disclosure mechanism,and design an effective poverty- stricken county exit mechanism based on system analysis.
