摘要
目的 构建一套非战争军事行动卫勤保障护士胜任能力指标体系,为军队护士的选拔、培训、评价提供标准和依据。方法 以非战争军事行动卫勤保障理论为基础,通过查阅文献、半结构式访谈、Delphi专家函询法,初步拟定非战争军事行动卫勤保障护士胜任力评价指标体系。结果 两轮咨询问卷有效回收率均为100%;专家权威系数分别为0.90和0.91;变异系数分别为0.28和0.36;协调系数分别为0.19和0.43。最终确立的卫勤保障护士胜任力评价指标体系4个一级指标（综合素质、技术、能力、知识,权重0.2064~0.3124）、11个二级指标（政治素质、救护专业技术、救护基础知识、病情观察能力等,权重0.0498~0.1383）、36个三级指标。结论 专家咨询代表性和可信度高,初步构建的非战争军事行动卫勤保障护士胜任力评价指标体系涵盖了军队护理工作的特点和救援任务的要求,具有一定的科学性和可操作性。
Objective To establish a performance evaluation index system for nurses in military opertions other than war,and to provide references for training programs aimed at cultivating quailfied nurses in military operations. Methods According to science of health service in military operations other than war,through literature review,semi-structre interviews ,expert consultation,and using Dalphi method,then the index system was verified. Results The expert response rates for two rounds of consultation were both 100% respectively. The coefficients of authority were 0.90 and 0.91,variation were 0.28 and 0.36,and coordination were 0.19 and 0.43 respectively for the first and second round. The final version of the index system consisted of 4 first level indicators（the weights rang 0.2064 to 0.3124）,11 second level indicators（the weights rang 0.0498 to 0.1383）,36 third level indicators. Conclusion The experts＆#39; consultation in the system construction is typical of its kind,and has good credibility. The primarily constructed performance evaluation index system for nurses in military operations other than war connects the characteristics of military nursing work and disaster relief requirements closely,thus it is certain scientific and practical.
