摘要
太湖流域城市、人口和财富高度集中,对防洪工作提出了更高的要求。假定流域发生大洪水情况下,台风在太湖流域正面登陆,利用太湖流域防洪规划数学模型,分析了风暴潮对太湖流域的防洪影响。该风暴潮将造成黄浦江干流、上游和嘉北地区水位在短时间内有较大抬高,嘉北部分地区最高日均水位和瞬时水位大幅超过警戒水位,造峰期黄浦江上游地区洪水下泄不畅,可能会在黄浦江上游地区和嘉北地区产生洪涝灾害。建议完善流域防洪工程体系,进一步协调流域、区域、城市的防洪应对措施,通过强化和完善非工程措施,谋求防灾减灾的最大效益。
The cities,population and wealth in Taihu Basin are highly concentrated,which sets higher requirements for the flood control. Assuming that the flood occurs in the basin and the typhoon lands in Shanghai,we analyze the impact of storm surge on flood control by using mathematical model. The storm surge will cause the rise of water level of the mainstream and upstream of Huangpu River and Northern Jiaxing area in a short time,in some area of Northern Jiaxing,the highest average daily water level and instantaneous water level will significantly exceed the warning level. The discharge of the flood is not smooth,which may cause floods and disasters in these areas. It is suggested that the government should improve the engineering system of the flood control,coordinate the flood control measures in the river basin,regions and cities,and seek for the maximum profit of the flood control by strengthening and improving the non- engineering measures.
