摘要
公民美德与全民守法是公民社会和法治国家确立的基础要素,然而,长期以来的道德建设和普法宣传各行其道,效果并不明显。实际上,公民美德的培育与全民守法习惯的养成无论在"人"这一主体要素的归结点上,还是在核心内容的界定上都具有同质性(权利与义务、自由与责任)。更重要的是,公民美德的培育需要全民守法的制度环境,全民守法习惯的养成需要公民美德的彰显和支持,两者相互依存、相互促进。
Civic virtue and civilian observance of law are the foundation for establishing civil society and rule oflaw. For a long time, however, moral construction and legal publicity education have not been in cooperation with eachother without a good effect. In fact, fostering civic virtue and forming the habit of abiding by laws are the same whetherin their subjects （human） or core contents（right and duty, freedom and responsibility）. More importantly, fostering civicvirtue requires institutional environment of civilian observance of law and forming the habit of abiding by laws needsthe support of civic virtue. They are interdependent and mutually reinforcing.
