由“生物惊悚”到“生物政治”的淬变——乔治·W.布什政府生物恐怖主义类突发公共卫生事件监测体系初探

摘要 "9.11"后的炭疽杆菌恐怖袭击事件,将潜在的"生物威胁"变成了现实,同时也开启了美国筹建生物恐怖主义类突发公共卫生事件监测体系的序幕。成功地将单纯突发公共卫生事件恐怖主义化之后,生物恐怖主义类突发公共卫生事件监测体系破茧而出,见证了乔治·W.布什政府的公共卫生政策由"生物惊悚"到"生物政治"的淬变。
