摘要
本文旨在实证分析相对绩效对政府绩效目标偏差的影响,同时考察相对绩效与创新驱动的交互效应。从官员晋升预期的视角出发,以省级政府为研究对象,采用中国31个省份2005—2014年的动态面板数据,用省际间GDP排名、省际间GDP增长率排名和年际间GDP增长率差距作为相对绩效的替代变量,加入创新驱动作为调节变量,运用系统GMM广义矩估计法进行实证研究。结果表明:省际间GDP排名对政府绩效目标偏差有正向影响,但不显著;省际间GDP增长率排名对政府绩效目标偏差有显著正向影响;年际间GDP增长率的差距对政府绩效目标偏差有显著负向影响;省际间GDP增长率排名与年际间GDP增长率差距的交互作用对政府绩效目标偏差有显著负向影响。创新驱动与年际间GDP增长率差距的交互作用对政府绩效目标偏差有显著负向调节作用。本文结合实施创新驱动发展战略的背景,深化了对政府绩效目标偏差形成机理的认识,为改善政府治理绩效和降低政府绩效目标偏差程度提供经验依据。
The objective of this paper is to empirically examine the effect of relative performance on goal displacement of government performance,and investigate the joint effects of relative performance and innovationdriven. From the perspectives of promotion expectations,an empirical study,using System GMM(Generalized Method of Moments) and dynamic panel data from thirtyone provincial governments and provincial governors(mayors or presidents) in China(2005—2014),was conducted. Meanwhile,we take the inter-provincial GDP's rank,inter-provincial GDP growth rates' rank,and inter-annual GDP growth rates' gap as the proxy variables;we also take the innovation-driven as the moderator variable. The results show that inter-provincial GDP's rank has positive effect on goal displacement of government performance,but not significant statistically,and the inter-provincial GDP growth rates' rank has significant positive effect on goal displacement of government performance. The results also suggest that the inter-annual GDP growth rates' gap has significant negative effect on goal displacement of government performance,and the interaction of inter-provincial GDP's rank and GDP growth rates' rank also have significant negative effect on goal displacement. The interaction of innovation-driven and inter-annual GDP growth rates' gap has negative moderating effect on goal displace-ment. The key limitation of the study is that it focuses solely on the economical relative performance,which makes it difficult to generalize the results to social or environmental relative performance. Another difficulty arises from the subjective perceptions of provincial governors,such as the public service motivations. This paper takes the goal displacement in the background of implementing the Innovation-driven Strategy. Our findings deepen the understanding of the mechanisms of goal displacement,and provide evidence for improving the governance performance and reducing the goal displacement. Expanding on the previous research approach of goal displacement,this paper draws on the dynamic panel data approach to posit a series of propositions that examine the impact of local governments' relative performance on their goal displacement in an innovation-driven context,and illustrate how relative performance evaluation can be improved to reduce goal displacement.
