摘要
在我国未来的高等教育体系中,一大批高校都将转型为应用技术大学。发展历史较短、学术层次不高的民办院校理所当然地成为宏观政策要求转型的群体。民办高校向应用型本科转型面临着"政策模糊导致的战略环境尴尬、先天缺陷带来的内生动力不足、缺乏体制制约的战略盲目与自大"的困境。民办高等教育是我国高等教育的重要组成部分,具有公共服务属性,国家应该推进有利于民办高校战略发展政策的制定与落地。民办高校应该以学校科学定位、资源合理利用、人才培养方案建设、教学管理水平改进为突破口,激发战略发展的内生动力,科学制定与评估学校发展战略,采用"整体精益发展,部分创新立异"战略,从而实现向应用型本科转型。
Many universities will be transformed into application-oriented universities in the future higher education system in our country. Private universities,whose development history is short and academic level is not so high,will reasonably be the group that macro policies require to be transformed. Private universities,which should be transformed into application-oriented universities,will face some difficulties in the process： ＂The strategic environment is embarrassing due to the vague polices; the birth defect also brings inefficiency of inner motivation; and without the constraint from education system the strategy of private universities seem to be blind and conceited. ＂Private higher education is one important part of higher education in China,and has the nature of public service. Our country should promote to make policies that are favorable for the strategic development of private universities and carry out these favorable policies. Private universities should make breakthroughs in scientific orientation of the college,reasonable utilization of resources,talents cultivation plans construction,and education management level so as to motivate the inner power for strategic development. In order to realize the transformation into application-oriented universities,private universities should also make and evaluate scientifically the development strategies of the university,and adopt the strategy of ＂developing soundly as a whole,and making special innovations in parts＂.
