学科评估指标体系变更对高校学科建设工作的启示 被引量:5

Inspiration of the Change of Discipline Evaluation Index System on the Discipline Construction of Universities

摘要 以教育部学位与研究生教育发展中心先后3次组织的学科评估指标体系为研究对象,结合2015年11月国务院印发的《统筹推进世界一流大学和一流学科建设总体方案》,从学科团队汇聚、科学研究评价、人才培养评价、学术声誉评价、支撑条件评价等5方面对学科评估指标体系的历史变迁进行深入分析。研究发现:2012年学科评估强调成果利用,提倡分类指导,突出高校的创新引领作用。2014年高等学校科技分类评价重点关注学科内涵建设,更加强调高校服务需求的科研能力提升,要求科技服务形式更加多样化。而《方案》则强调以学科为基础,重在优化学科结构、凝练学科发展方向、突出学科建设重点、创新学科组织模式等。因此,各高校应该从加强学科团队建设,推进学科内涵建设,提升科学研究水平,创新优秀文化,推进成果转化,加强学科促专业、科研促教学的作用,加大支撑条件建设等方面入手,进一步做好学科建设工作,逐步促成我国"双一流"建设的远景目标的实现。 Taking the discipline evaluation index system issued by the center of academic degrees and graduate education of Ministry of Education as the object of research, combined with “ the Overall Planning to Promote the World Level Universities and Disciplines” issued by the state council in December, 2015, from the five aspects of discipline group convergence, scientific research evaluation, talents cultivation assessment, academic honor evaluation, supporting condition evaluation, the historical change of discipline evaluation index system was analyzed deeply. The study shows that the discipline evaluation of 2012 emphasizes the application of the achievement, advocating the classified direction, focusing on the guidance function of innovation of universities ; while the year 2014 the university scientific classified evaluation emphasized the connotation construction of the discipline, more stressing on the scientific abilities promotion required by the university service, requiring that the form should be diversified; while “ the Overall Planning” emphasizes the foundation of the discipline, focu- sing on the optimizing discipline structure, extracting the development direction, emphasizing the construction points, innovation model mode. As a result, the colleges and universities should strengthen the construction of the discipline group, promote the connotation construction of discipline and scientific research level, inherit the innovation excellent culture, and attempt to advance the achievement transferring, strengthen the discipline to promote the subject, scientific study helping the teaching, and enhance the supporting condition construction, in order to work well in the discipline construction, and gradually achieve the double-class construction future aim.
