摘要
当前推进"孟中印缅经济走廊"建设面临许多困难和挑战,具体项目大多停留在倡议和早期研究阶段,显然不能适应"一带一路"倡议的实施步伐。如果"孟中印缅经济走廊"建设的合作机制不能创新,短期内很难取得实质性进展。本文认为"孟中印缅经济走廊"建设可以借鉴东盟经济合作中的"N-X"机制,在经济走廊建设框架下推行"4-X"机制。本文在对东盟"N-X"合作机制的内涵及其在东盟经济合作中的运用进行归纳总结的基础上,分析了"N-X"机制对"孟中印缅经济走廊"建设的重要意义,并进一步分析推行"4-X"机制的合作路径。
Efforts to advance the development of the BCIM Economic Corridor face a range of obstacles and challenges,with most of the specific projects under the initiative locked in the conceptual or early research stages.This is in stark contrast to the rapid pace of the development of the Belt and Road initiative.Unless a more innovative platform for cooperation can be established,the BCIM Economic Corridor will not be able to make much progress over the short term.It is argued in this article that the BCIM Economic Corridor should borrow from the ASEAN plus mechanism that has come to characterize ASEAN 's economic cooperation,and introduce a 4 Plus framework for its development.On the basis of an overview and analysis of the ASEAN Plus cooperation mechanism,and its function vis-à-vis ASEAN economic cooperation,this article considers how the mechanism can play a critical role in the development of the BCIM Economic Corridor.Also considered are means and channels through which the '4-plus'mechanism might be advanced.
