摘要
目的 :通过总结口腔医学院科教设备采购耗时特点,分析影响采购效率的原因并探索解决办法。方法 :选取某高校附属口腔医学院科教设备采购项目50例,依据影响采购效率的因素进行分组,针对采购的不同阶段进行研究,收集各阶段的采购耗时并进行分析。结果:金额≥5万元的采购项目,采购计划、执行及结束阶段的耗时分别为金额<5万元的3.0倍、2.8倍及1.3倍;资金划拨层级在上级单位的采购项目,采购时限及计划阶段耗时分别为资金划拨层级在本单位的0.3倍及0.2倍;大额及小额采购计划阶段耗时分别为合理估算值的1.3倍及0.6倍,大额及小额采购执行阶段耗时分别为合理估算值的0.9倍及0.5倍,大额及小额采购结束阶段耗时均为合理估算值的1.4倍。结论:采购管理人员应重点关注大额采购项目各阶段及小额采购项目的结束阶段,通过采购审批网络化及催货建账主动化来避免计划阶段及结束阶段的拖期现象。对于资金划拨层级在上级单位的采购项目,采购管理部门需加强与单位财务部门、科研管理部门及上级各相关部门的横纵向沟通协作。
Objective To summarize time consuming features of scientific research and educational equipment purchasing and analyze factors that affect efficiency of purchasing so as to explore the solutions.Methods Fifty cases of purchasing projects were chosen from an affiliated stomatology hospital of a university.The method to divide the project into several phases according to the life cycle theory was used,and methods of graphology,interviews and PERT estimation were applied to analyzing the time consuming of purchasing projects.Results In the case which the purchasing amount was more than or equal to 50 thousand RMB,the purchasing time consuming of planning,implementation,and closure phases of the projects were 3.0,2.8 and 1.3 times as much as when the purchasing amount was less than 50 thousand RMB,respectively.When the purchasing projects were funded by the superior administrative unit,the purchasing time consuming of the planning phase and the purchasing time limit of the projects were 0.2 and 0.3 times as much as the case that the purchasing projects were funded by purchasing execution unit.The time consuming of the large amount purchasing projects and the small amount purchasing projects in the planning phase were 1.3 and 0.6 times as much as the reasonable estimated value,respectively.The time consuming of the large amount purchasing projects and the small amount purchasing projects in the implementation phase were0.9 and 0.5 times as much as the reasonable estimated value,respectively;while the time consuming of the large amount purchase and the small amount purchase in the closure phase of the projects was 1.4 times as much as the reasonable estimated value.Conclusion Purchasing managers should focus on both the whole process of large amount purchasing projects and the closure phase of small amount purchasing projects.Web-based approval,initiative expediting purchase orders,and estab-lishing fixed assets accounting can avoid delay phenomenon in the planning and the closure phases of purchasing projects.For purchasing projects funded by superior administrative unit,there should be communication and collaboration established between the purchasing management department and financial and research management departments of the execution unit,it should also be established with relevant departments of superior administrative unit.
