摘要
中国经济增长下滑压力下,中国学者再次提出通过扩大内需来刺激经济增长。新疆学者也相应提出了如何扩大内需来提高新疆经济增长的政策建议。文章从消费和收入之间的互动关系入手,讨论新疆目前是否处于消费带动收入增长的问题,以便确定新疆刺激经济增长的政策重点。文章发现,对新疆而言,目前收入增长是消费增长的原因,而非消费增长是收入增长的原因。这就说明新疆的实际情况不支持扩大内需作为新疆推动经济增长重点政策或首选政策的观点。文章对此进行了较为深入地探讨并提出了相应的政策建议。
Under the pressure of slowdown in Chinese economic growth, Chinese scholars put forward again to stimulate eco-nomic growth by boosting domestic consumption. Xinjiang scholars correspondingly put forward policy suggestions on how toexpand domestic demand to improve economic growth in Xinjiang. This article starts from the interactive relationship betweenconsumption and income, and discusses the issue whether Xinjiang is currently in the consumption driven revenue growth, soas to determine the policy priorities to stimulate Xinjiang economic growth. The paper finds that： For xinjiang, the current in-come growth is the cause of the consumption growth, rather than the consumption growth is the cause of the income growth.This means that the actual situation of Xinjiang does not support expanding domestic demand as a key policy to promote eco-nomic growth in Xinjiang or preferred policy point of view. This paper discusses more deeply and puts forward the correspond-ing policy suggestions
