摘要
针对联合国教科文组织于2015年通过的《保护非物质文化遗产伦理原则》这一国际文件及其出台的背景,梳理该政府间组织在文化遗产领域先后颁布的相关国际文书,就《保护非物质文化遗产公约》的伦理维度和实践进路作概要性的解读、评述和分析,进而反观《公约》实施以来全球范围出现的若干横向问题及其伦理关切,兼谈国内非物质文化遗产保护面临的伦理选择和能力建设走向。
According to the Ethical Principles for Safeguarding Intangible Cultural Heritage, a set of overarching aspirational principles adopted during the tenth session of the Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage in 2015, the present paper focuses on its elaborated background and relevant international instruments established by UNESCO in the field of cultural heritage, providing interpretative reading, commentary review, and factor analysis of ethical dimensions and practical approaches to the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage. Furthermore, the author puts forth a discussion on ethical choices and better capacity -building in the critical process of safeguarding intangible cultural heritage in China through a reflection on current transversal issues and ethical concerns in the global context of the implementation of the 2003 Convention.
