摘要
地方政府间在跨域治理的过程中面临着地方政府自身利益最大化的追求、信息的不对称、协商的低效率、利益分配与共享机制不健全、监督乏力等实践难题、进而影响了跨域公共事务的有效治理。跨域公共问题的有效治理需要创新政府绩效评估机制,建立与完善利益分配机制,完善监督机制等具体路径来促进地方政府间协作治理。
Local governments are faced with some practical problems in cross-domain administration, such as the profit maximization of local governments, asymmetric information, the low efficiency of consultation, unsound mechanism of profit allocation and sharing and weak supervision, thus affecting the effective administration of cross-domain public affairs. The effective administration of cross-domain public problems needs the following measures to promote the collaborative administration among local governments, including the innovation of government performance evaluation system, the establishment and improvement of the profit allocation system, and the improvement of the supervision mechanism.
