摘要
弹药保障能力需求论证是弹药保障能力相关问题研究的基础。阐述了弹药保障能力需求论证研究的现状,讨论了能力需求研究的常用方法和适用环境,分析了扎根理论研究弹药保障能力需求的可行性及优势。借助扎根理论开展弹药保障能力需求论证定性研究,按文献检索和调研座谈2类方式进行抽样,经过编码分析与饱和度验证,得出了信息化战争条件下弹药保障能力包含由2个核心能力、1个非核心能力组成的业务能力和4个整体能力构成的基本描述,具体体现在弹药筹措能力等16项子项能力及相关要求中。最后,对扎根理论运用情况和能力需求论证研究中存在的差异性和不确定性进行了分析讨论。
Ammunition support capability demand demonstration is the basis for the study related to ammunition support capability.The paper expounds the status quo of study and demonstrations on the demand of the ammunition support capability,discusses the common approaches and applicable environment for the capacity demand studies and analyzes the feasibility and advantage of study with grounded theory on ammunition support capacity.By qualitative study on the demand of ammunition support with the theoretical basis,the paper samples with two methods including literature search and research symposia;after encoding analysis and saturation verification,the paper makes basic description that the ammunition support in information-based war conditions is composed of two core capacities,one non-core capability and four overall capacities,specifically reflected on the 16 capacity and relevant requirements like ammunition gathering capacity.Finally,the paper analyzes and discusses on the differences and uncertainties existing in the demonstration and studies on the application of grounded theory and capacity demand demonstration.
