摘要
鉴于南水北调中线工程对汉江中下游的水资源产生了重要影响,传统的水权管理模式已不再适应我国经济社会发展的现状,汉江中下游的初始水权也须进行重新配置,提出了混合行政和市场的类市场水权管理模式,并基于TOPSIS法构建了汉江中下游初始水权配置模型,同时对该水权配置方案进行了核算,该研究对未来汉江中下游水资源的管理和规划利用具有重要的指导意义。
Considering the great influence of the South-to-North Water Diversion Project on the water resources in the middle and lower reaches of the Hanjiang River,the traditional water rights management mode is no longer suitable for the economic and social development of China. The initial water rights in the middle and lower reaches of the Hanjiang River should also be reallocated. Thus,an administration and market combined water rights management mode is proposed. An initial water rights allocation model for the middle and lower reaches of the Hanjiang River is constructed and calculated using the TOPSIS method. The results are of practical significance for the management and planning of water resources in the middle and lower reaches of the Hanjiang River in the future.
