摘要
随着海洋治理实践日趋深入和广泛,海洋治理框架亦日趋成熟,海洋管理体制、海洋法律法规及实施机制成为其重要组成部分。海洋管理体制、海洋法律法规及公众参与机制问题是当前中国海洋治理的主要困境。中国海洋治理中存在着海洋管理体制不顺、海洋法律法规建设滞后及公共参与机制不健全等问题,重视海洋管理体制革新策略、海洋法律法规竞合策略及公众参与机制构建策略,对推进和完善中国海洋治理十分必要。
With ocean governance practicesincreasingly intensive and widespread,ocean governance framework has matured.Marine management system,ocean laws and regulations as well as implementation mechanism are important elements of ocean governance framework.This paper argues that marine management system,ocean laws and regulations and public participation mechanism are the chief causes of difficulties facing China ocean governance.Therefore,this paper explores the issues of unreasonable marine management system,underdeveloped ocean laws and regulations and imperfect public participation mechanism on the basis of inquiry into the background and conceptual connotations of ocean governance.Besides,the measures are proposed to solve the aforementioned difficulties.
