摘要
通过文献综述,分析土地资本化过程中的权益分配现状,并寻求其成因,从制度经济学角度指出存在的问题。无论从历史还是现实看,土地资本化过程中农民均处于弱势地位,其权益没有得到应有的保障。同时,有关该权益分配现状,更多的是国家宏观体制造成的,产权关系是体制背景下的工具。问题的解决之道:(1)完善农民土地所有权权能;(2)剥离土地财政依赖,赋予农民市场主体地位。
Through the literature review, the paper analyzes the present situation of the rights and interests allocation in the process of land capitalization, seeks for its causes and points out the problems from the view of institutional economics. In both terms of history and reality, the peasants are in weak position in the process of land capitalization, and their rights and interests have not been guaranteed. Meanwhile, the distribution of the rights and interests are more the result of national macroeconomic system, while property rights relation is the tool under the institutional background. The solution of the problem： （1） improve the land ownership rights of peasants; （2） get rid of land finance and give farmers the position of main market players.
