Provision of public goods and services in urban communities in transitional China is an impor- tant topic facing practitioners but a hot academic issue in social governance. Government provision, including direct provision and government procurement, as well as social provision, as two existing modes of public serv- ice delivery, are facing more and more problems of involution, such as decreasing quality of public goods and services, which need to be renovated. Based on a case of the Regional Party - building Initiatives of Street C in Shanghai , the authors find that the administrative forces can integrate social resources and motivate social forces to participate in the delivery of public services by building the commonwealth of party - building, elite exchange mechanism, and mechanisms of mutual interests, which may make up for the shortcomings of the two existing modes. The case of this paper further demonstrates that one of the solutions to the problems of current social governance is to renovate the roles of local party cells and government agencies, rebuild the relationship among party cells, government agencies and social forces and achieve successful interaction among them.
