摘要
赛马彩票在我国经历了曲折的发展历程,直至今日仍未获得正式批准,但不能忽视的是长久以来非法的赛马竞猜活动却从未间断。本着"堵不如疏,暗不如明"的考虑,本文通过分析国外马产业转型中赛马彩票的作用,进而在产业发展视角下,对我国发行赛马彩票的迫切性和基础条件进行评估,并就加快赛马彩票落地和规范化运营提出政策建议,以期充分调动和发挥赛马彩票的双重产业功能,响应当前政府大力倡导的"发展体育产业促进体育消费"的发展号召。
It＇s a tortuous process for the development of horse racing lottery in China, which has not yet been formally approved until today while the illegal racing competition has never stopped. With the spirit of promoting the healthy development of both horse industry and lottery industry, this article mainly estimates the necessity and basic conditions of horse racing industry in China under the perspective of whole horse industry chain, based on the analysis on the functions of lottery in the transition of foreign horse industry, and also provides the policy suggestions on how to promote the legalized and standardized development of horse racing lottery in China, in response to the current policy of developing sports industry and promoting sports consumption.
