摘要
作为近期城市社区基层治理改革的重要成果,城市公共服务"一门式"改革在部门资源整合、提升服务效能等方面都受到社会各界的普遍肯定。但"一门式"改革涉及到城市基层体制的总体性变迁,使得街居联结方式发生变动,衍生出一系列问题。即在社区"去行政化"的话语主导之下,"一门式"服务将绝大部分公共服务从社区转移到街道附设的服务中心,按照"权随责走、费随事转、事费配套"的原则,权力、经费等资源会相应地集中于街道,导致社区弱化。故应当认真辨析社区事权与治权的复杂关联,理顺基层社会内部的关系衔接,寻找一种新的平衡点。
