摘要
目的:加强医疗设备招标采购过程中各环节的监管,提高医疗设备招标采购效率,降低采购成本,避免不必要废标。方法:通过分析资格符合性评审废标、经济评审废标、商务评审和技术评审废标以及串标虚假投标废标等流程,对医疗设备采购评审中容易出现废标的环节进行归纳总结,并结合医院医疗设备采购的实践经验,对各环节提出相应的措施和建议。结果:通过对各环节监管有利于降低废标率,提升采购效率,降低采购周期。结论:加强医疗设备采购招标中废标的管理,对提升医疗设备采购效率具有积极的促进作用。
Objective： To strengthen the supervision of all aspects in tendering-based purchase process of medical equipment, improve the efficiency of medical equipment purchase, reduce the purchasing cost, and avoid the failed bidding. Methods： Through analyzing the possible problems from the following several aspects： the qualified and conformity evaluating, economic bid evaluating, business bid evaluating, technical bid evaluating, together-conspired bidding and dummy bidding, we summarized the possibility of failed bidding, and provided a series of suggestion for different aspects based on our purchasing experience. Results： These suggestions contributed to reduce the possibility of failed bidding, improve the purchase efficiency, and shorten procurement cycles. Conclusion： These suggestions play a positive role in promoting medical equipment purchase and improving the quality and efficiency of equipment purchase.
