摘要
随着国民经济的发展,我国电力系统发、输、配、用各环节的发展均取得了长足的进步,然而电力全系统的能效仍有待提升。基于博弈论的基本原理,通过引入纳什均衡刻画电力全系统当前的能效状况,并采用帕累托改进的思想,提出了电力能效统筹概念。重点阐述了电力能效统筹的市场交易体系,该体系以省级电力交易为基础、省间电力交易为补充,此外对市场交易体系的保障机制包括电价机制、交易方式、运行机制及监督机制等进行了介绍。电力能效统筹的提出及其市场交易机制的设想,将为实现电力全系统的能效提升及效益的合理分配提供重要的参考。
With the development of the national economy, the development of the power system in China has made great progress on power generation, transmission, distribution and utilization. However, the efficiency of the whole power system still needs to be improved. Based on the basic principle of game theory, this paper introduces the current situation on energy efficiency of the whole power system by introducing Nash equilibrium, and puts forward the concept of Power Efficiency Overall Planning (PEOP) based on the idea of Pareto improvement. The PEOP-based market trading system including provincial electricity transaction and inter-provincial electricity trade are introduced. Besides, the guarantee mechanism of market transaction system including bidding mechanism, transaction mode, operation mechanism and supervision mechanism are also introduced. The proposed PEOP and the design of market mechanism will provide an important reference for improving the energy efficiency of the whole power system and the reasonable distribution of benefits.
