摘要
本文对统一支付清算平台的功能进行分析,提出统一支付清算平台是医疗健康信息平台的逻辑子平台。从支撑促进医疗健康信息平台建设、保障卫生计生行业监管的法定职能履行、健康医疗大数据应用发展、信息安全,服务居民"一站式"服务、"互联网+"发展等方面,阐述了卫生计生统一支付清算平台建设必要性和发挥的积极作用。未来需要加强行业支付资源整合,加快推进统一支付清算平台建设,构建行业支付管理与持续运营的生态机制。
This paper analyzes the function of the unified payment and clearing platform, and puts forward that the unified payment and clearing platform is the logical sub-platform of the medical health information platform. The necessity and the positive function of the construction of the unified payment and clearing platform are elaborated from the support to promote the construction of medical and health information platform, safeguard the statutory functions of health care industry regulation, application development and information security of health and medical big data, ＂one stop＂ service for residents and ＂internet plus＂ development, respectively. Strengthening the integration of payment resources, accelerating the construction of unified payment and clearing platform, and building ecological mechanism of industry payment management and sustainable operation are in need in the future.
