摘要
有效的社区治理是国家治理能力现代化的有机构成和微观基础,社区治理模式的探寻过程实质是政府与社会关系在社区层面的调整和重构过程。基层政府积极探寻和实践的多元联动社区治理模式,其勃兴的逻辑可以从"历史—现实—理论"三维角度进行解析。访谈素材分析表明,当下的多元联动社区治理的实践中存在四种困境,阻滞了多元联动治理由浅层治理向深层治理的转换。因此,应整合多元主体间的不同目标定位和行动理念,清晰界定多元主体间的职责边界,创建联动机制与平台,培力社会组织,以推动深层多元联动治理格局的生成,增进社区福利,促进社区发展。
Effective community governance is the organic composition and micro-foundation of the modernization of national governance ability. Multi-participant coordinated governance is thus given its birth to promote the national governance ability. While multi-participant coordinated governance is pushed by history, reality and theory, there are four biggest obstacles existing in practice, shown as in the analysis of conducted interviews, and barricading a further breakthrough from going deeper. Therefore, to integrate the objectives and actions of governing subjects, to define their individual roles, to build the interaction mechanism and stages and to nurture social organizations will be necessary to promote the formation of deep multi-participant coordinated governance, thus increasing community harmony and welfare and improving community development.
