摘要
体育产业政策是国家干预体育产业发展的一种经济政策,为及时关注体育产业政策的现状与问题,准确把握体育产业政策的科学调整和优化,促进体育产业的健康发展,主要采用文献资料法和内容分析法,以2份国家层面体育产业政策文件以及总计48份地方政府贯彻落实中央产业政策的政策文件为分析对象,按照构建政策分析框架、界定分析单元、编码归类、统计分析等步骤分析现今我国体育产业政策的现状、存在的问题及其发展趋势。结果表明:我国现今体育产业政策呈现政策内核系统"双重问题叠加"、政策支撑系统结构失衡和政策主体渐趋清晰的局面;体育产业政策仍存在内核系统呈现整体力量薄弱、内部结构失衡、需求型政策工具缺失、供给型政策工具不足和环境型政策工具过溢等一些相对突出的问题;"十三五"时期,我国体育产业政策调整主要以政策内核系统整体跃升、政策内核系统内部结构均衡发展、政策工具科学选择和政策主体进一步明确为主要趋势。
Sports industry policy is a kind of economic policy for the state to intervene in the development of sports industry. In order to timely focus on the current situation and problems of the sports industry policy, accurately grasp the scientific adjustment and optimization of sports industry policy, and healthy develop sports industry, this study analyzed two national-level sports industry policy documents and a total of 48 local government industrial pol- icy documents and tried to find the problems and trend of China＇s current sports industry policy by the steps of con- structing the framework of policy analysis, defining the analysis unit, coding classification and statistics. The methods of literature review and content analysis were used. The results showed that China＇s current sports industry policy shows policy core system ＂double problems＂, the structure of policy support system is unbalanced and the main body of policy is becoming clearer; it also has the following problems, including the weakness of overall system, imbalance of internal structure, lack of demand policy tools, shortage of supply of policy tools, and too many environmental policy tools; during ＂13th Five-Year＂, the main adjustment trends of China＇s sports industry policy are improving policy core system, balanced developing internal structure of policy core system, scientifically selecting policy tools, and clear policy subject.
