摘要
从创新驱动的内涵出发,构建包括创新驱动投入、创新驱动支撑和创新驱动绩效3个一级指标和30个三级指标在内的区域创新驱动发展能力评价指标体系,运用综合熵值法对福建省九地市的创新驱动发展能力进行评估和综合比较。结果表明,福建省九地市创新驱动发展能力存在明显差异,经济发展水平、人口整体素质和企业创新能力是造成差异的重要原因。要实现科技和人才对经济发展的驱动,因地制宜地发展区域经济,培养创新型企业,提高人力资本以及促进对外交流,最后逐步过渡到创新驱动阶段。
Based on the connotation of innovation-driven,this paper constructs the regional innovation-driven development capability evaluation index system which contains three first-level indicators and thirty three-level indicators,including innovation-driven input,innovation-driven support and innovation-driven performance. The comprehensive entropy method is used to evaluate and compare the ability of innovation-driven of nine cities in Fujian. The results show that there are several significant differences in the capacity of innovation-driven development in Fujian. The economic development level,overall quality of the population and enterprise innovation ability are the important reasons for the regional differences. To acheive the goal of economic development driven by the force of science,technology and talents,it is necessary to develop regional economy,cultivate innovative enterprises,improve human capital and promote talent exchange,which helps to transit to the innovation-driven stage.
