摘要
为降低县域城镇化进程中PPP项目的失败风险,推动城乡一体化战略的实施,以PPP在县域经济体中的应用实践为切入点,采用案例研究法分析得到12项导致项目失败的客观环境因素以及项目参与主体的主观因素。对失败因素之间的关系进行分析,发现在导致县域城镇化进程中PPP项目失败的各因素之间存在一定的关联性,政策、法规不健全是导致项目失败的重要环境因素,政府部门缺乏PPP项目操作知识、能力和经验是导致项目失败的重要原发性因素,而合同条款不完善、不合理则是导致项目失败的重要直接因素。以此为基础针对县域经济体中的政府部门和社会资本方提出相关启示,以推动PPP项目的顺利实施。
To reduce the failure risk of PPP projects in county economy and promote the integration of urban and rural areas, this article takes the application of PPP in the county economy as the starting point, selects 3 typical failure cases, and analyzes the 12 objective environmental failure factors and project participants＇ subjective failure factors of PPP projects in the process of county urbanization by the method of case study. Then this paper researches the relation between failure factors and finds out that all the failure factors have certain correlation, the imperfection of policies and laws is the important environmental failure factor, government＇s lack of knowledge, competence and experience of PPP is the important primary failure factor, and the imperfection of contract is the important direct failure factor. Then some enlightenments have been put forward for the public partner and the private partner to promote the smooth implementation of PPP project.
