摘要
针对当前社会各界热议的网络专车进行分析,以市场经济"失灵"分析为基础,对网络专车平台运营企业、专车司机、消费者、政府监管部门四方的权利和责任进行了明确界定,对出租车等相关方进行分析,并对当前各地网络专车政策进行了解析和评价,进而提出了网络专车规范化管理发展对策,包括法律法规、政府监管体系、出租车管理体制改革、发展环境培育等。
