摘要
香港回归以来,美国加大了对香港事务的介入力度,"香港议题"成为中美关系中的重要内容。美国国会在美国介入香港事务方面扮演了非常积极的角色,国会通过举行涉港问题听证会、推动涉港法案、发布涉港报告、向白宫施压、支持香港反对派的诉求以及资助非政府组织的涉港活动等方式介入香港事务。美国国会对香港事务的介入,干扰了中美关系的大局、损害了"一国两制"在香港的实践、加剧了香港政治局势的复杂性,同时也对中国的国家安全构成威胁。从长期来看,美国国会对香港事务的介入存在激化中美关系的可能。
Since Hong Kong’s return to China,the United States has increased its interventions in Hong Kong affairs,and the “Hong Kong issue” has become a new dimension in Sino-American relations. As a legislative branch,the U. S. Congress has been playing an active role in “ assisting” the U. S. administrative intervention,mainly by holding hearings and proposing legislation on Hong Kong affairs, pressuring the White House,supporting the opposition forces in Hong Kong, and funding activities of non-governmental organizations （NGOs） concerning Hong Kong. The increasing interventions of the U. S. Congress in Hong Kong affairs has not only impeded the positive development of general Sino-American relations, but also fur-ther complicated the political situation in Hong Kong and hindered the practice of the “ One Country, Two Systems” policy,which has turned out to be a threat to China’s national security. In the long term, the U. S. Congress’ adamant interventions in Hong Kong affairs may trigger new tensions between China and the U-nited States.
