摘要
本文基于对面板数据的计量检验,对所构建的技术创新指标体系的合理性进行了验证,进而分析了不同研发投入方式对经济增长产生影响的原因以及不同创新机制的有效性。研究结果表明:第一,对于省际面板数据,技术流向指标比专利指标更加能够合理反应个体的技术创新水平。企业自主研发指标对专利指标影响不显著,但对经济增长的影响显著;政府对高校/科研院所的研发投入对专利指标影响显著,但对经济增长影响不显著;而唯一对专利和经济增长均影响显著的指标是技术开发指标。第二,短期内,对经济增长影响显著的指标是企业自主创新和技术开发,其对经济增长在1%,显著水平上的弹性系数分别为0.049,5和0.068,1,技术转移和政府投入对经济增长的影响不显著。最后,本文基于上述结论对我国技术创新机制的构建提出了政策建议。
This paper aims to study the effects of different ways and different innovation mechanism of R＆D investment on economic growth. Based on the inspection of panel data, the paper verified the rationality of the index system of technological innovation and analyzed the effectiveness of different innovation mechanisms. The quantitative results for the theoretical hypotheses show that： Firstly, for panel data, compared with patent index system, technology flow index system can more reasonably reflect the individuals＇ technological innovation levels. The enterprise independent innovation index has no significant impact on patent index, but significant for economic growth. The government R＆D funds to universities and R＆D institutions have significant impact on patent index, but not for economic growth. The only one index significant both for patent and economic growth is technological development index. Secondly, in a short term, indexes with significant impact on economic growth, in the technology flow index system, include enterprise independent innovation and technological development, with coefficient of elasticity of 0.049 5 and 0.068 1 under significance level of 1% respectively, while technological transfer index and the government R＆D funds index have no significant impact on economic growth. Several policy implications are finally proposed for further improvement of China＇s technological innovation mechanism.
