摘要
现有处置能力评价研究主要基于事件生命周期、基于事件影响因素、基于"三维结构"中的一个维度构建指标体系,存在构建思路单一、指标不全面、不规范等问题。试图解决这些问题,从要素维、流程维、功能维提出了海洋生态灾害处置能力评价指标体系的三维架构,为后续相关研究提供借鉴。
Reviewing disposal ability evaluation research, it was found that the existing research train on how to construct the index system was single, mainly based on life cycle of the events, the influencing factors of the events, and one dimension of the ＂three-dimensional structure＂; the indicators were nonstandard and not comprehensive. Finally, these problems were tried to solve. From the elements dimension, process dimension and function dimension, the evaluation index system of marine ecological disaster disposal ability based on three-dimensional structure was put forward, providing reference for follow-up study.
