摘要
危险货物的有效监管是港口企业安全生产的重要内容。《危险货物品名表》和《危险化学品名录》界定了危险货物和危险化学品,但由于生产、运输等环节以及不同管理部门依据的法规或规定不同,给安全监管带来了难度。探讨了危险货物和危险化学品的差异以及危险货物在交通运输不同运输方式安全监管的差别,提出了解决危险货物认定问题的建议。
Supervision of dangerous goods is important for safety of port. List of dangerous goods and catalogue of dangerous chemicals define what is dangerous goods and dangerous chemicals. Because of the differences of regulations in different administration,supervision is hard to carry out. In this paper,the differences between dangerous goods and dangerous chemicals and the differences of supervision in transportation were discussed. Finally,some suggestions were given to solve the problem about definition of dangerous goods.
