摘要
官员"为官不为"是一种隐性腐败方式,影响经济社会的正常发展,制约政府工作效率的提升。官员"为官不为"是一种蕴含多种因素的复杂行为,需要分析其影响因素,确定形成机制中的关键变量,才能准确在管理实践中做到有的放矢。本文以A省垂直系统公务员为研究对象,研究发现,权力制衡结构和权力监督体制会以权力运行机制为中介,对为官不为产生显著正向影响,人格特质会对权力运行机制和为官不为的关系产生调节作用,公共服务动机和职业技能会对为官不为产生显著的负向影响。
Officials' "talking big but doing nothing" is a recessive way of corruption, affecting the normal development of the economy and society, and restricting the promotion of the efficiency of government work. How to manage officials' "talking big but doing nothing ", relates to the government's governance standards, but also comprehensively deepens the reform of the system to promote the smooth protection. Most of the existing literature is interpreted in terms of importance, lack of data support, and less empirical verification. Officials' "talking big but doing nothing " is a kind of complex behavior that involves many factors, and needs to analyze the influencing factors and formation mechanism in determining the key variables so as to accurately in practice be targeted and well targeted corresponding measures. In this paper, we use the vertical system of civil servants in Province A as the object of study and the spss20.0 as an analysis software to explore the impact of factors. The study found that the balance of power structure and the power supervision system will take power operation mechanism as the intermediary, and will have significant positive effects, personality traits have moderating effect on the relation of operation mechanism of power and "talking big but doing nothing", and the public service motivation and occupation skill of crown will have a significant negative impact.
