摘要
从创新体系顶层机制、国防创新体系能力、民营企业参军和科技资源转化共享等方面,剖析了我国科技创新体系军民融合发展存在的问题,并从合理规划顶层设计、推进市场化改革和鼓励自主创新等角度提出了促进我国科技创新体系军民融合发展的关键环节。
This paper thoroughly analyzes the problems in civil-military integration development of science and technology innovation system in our country from aspects of the top mechanism of innovation system, national defense innovation system, private enterprise in national defenses and transformation and sharing of scientific resources. It also puts forward key priorities for the development of science and technology innovation system in our country, which include optimizing top-level design, promoting marketization reform and encouraging independent innovation.
