摘要
随着医师多点执业的进一步放开和人才发展体制环境的变化,以体制外医生为主的医生集团不断涌现,对推进医改、分级诊疗和事业单位人事制度改革有广泛的现实意义。从人事管理角度出发,分析体制外医生集团的优势与劣势、机遇和挑战,并提出相应的策略建议,如推动以医生集团名义参与职称评聘、增设医师责任险、完善医保支付衔接等。
With the further opening of physicians' multi-sited license and the changes of personnel development system environment, the physician hospital partnership is constantly emerging. It can boost the reform of the health care and thepersonnel system of institution. Through regarding personnel system as starting point, the paper analyzes strengths and weaknesses, opportunities and challenges, and puts forward corresponding strategy suggestions, in- cluding promoting the professional title appraisal in the name of doctor group, adding physician liability insurance and perfecting medical insurance engagement.
