摘要
在不平衡的国际秩序之下,中国需借助国际制度性话语权在国际事务中赢得更多主动权。"制度性话语权"在中共十八届五中全会的公报中被首次提出,本文为其提出了新的定义,强调领域的全覆盖、构建的内在价值根基与目的取向。研究发现,我国构建制度性话语权采用四条路径:参入国际组织与制度。这是早期"走出去"的必要战略,但中国的主观能动性受限;在参入后进行改革。这条路径相对中庸,更长效的机制仍需建立;与他国共同新建和运营国际组织。这有助于中国集聚多国力量应对全球性挑战,但博鳌亚洲论坛与"金砖五国"合作均未达到预期目标;独立创建国际组织和机制。这是中国增强中国话语权的捷径,"一带一路"战略和与之相匹配的亚投行,体现了中国自主创造和提供国际公共产品,完善全球治理的意志和能力。当下应以此为构建重点。
In an imbalanced international environment, China needs to improve its institutional discursive power by taking more initiatives in global affairs. Institutional discursive power was firstly put forward in Communique of the Fifth Plenary Session of the 18th Central Committee of the CPC. The present study redefines it to fit the needs of the global standing China is finding itself in, with an emphasis on innovating institutional discursive power. It is found that China has been using four approaches to improve its institutional discursive power. Participating in international organizations and systems is necessary in China's early stage of development, but there are too many constraints for China. Post-participation reform is feasible, but it precludes long-term mechanisms. Building new international organizations and promoting them together with other countries is beneficial for tackling global challenges. However, the Boao Forum for Asia and the BRICS both have limited co-operations. The single-handed founding of new global organizations is an important step for China to exercise its global influence and exercise its leadership. The Belt and Road Initiative and AIIB represent China's ability and determination in creating and offering global public goods, thus to improve global governance on its own. It is suggested that this be a key approach to China's enhancement of its soft power on the globe.
