摘要
编制自然资源资产负债表对国家加强领导干部离任审计、加强生态环境保护及建设美丽中国具有较大的实践意义。第一次地理国情普查工作已结束,所获取的海量数据为国家自然资源资产负债表的编制工作提供了重要的数据支撑。论述了第一次地理国情普查的基本情况,在梳理地理国情普查的应用研究进展的基础上,探讨第一次地理国情普查成果对自然资源资产负债表编制具体的应用价值。第一次地理国情普查在自然资源资产负债表编制过程中的有效成果转化以及存在的局限性将为后续自然资源资产负债表编制工作的开展以及地理国情普查的应用范围和方式提供新的佐证与参考。
The serious problems of the sustainable development of human economy and society are resource consumption,damage to the environment and ecological degradation.With the rapid development of economy and society,the contradiction between the protection of ecological environment and the construction and development of economy is becoming more and more seriously,and restricting the sustainable development of human.Based on this situation,the Central Committee of the Communist Party of China has proposed the requirements for the compilation of the balance sheet of natural resources,which is of great practical significance for the state to strengthen the audit of leading cadres' leaving office,to enhance ecological and environmental protection,and to build a beautiful China.The first survey of national geographical conditions has been finished,and the huge amounts of data obtained from this survey provided an important data support for the compilation of the national natural resources balance sheet.This article discusses the general situations of the first national geographical condition survey.By combing the application research progress of the national geographical condition survey,the paper discusses the specific application value of the results of first national geographical condition survey for the compilation of natural resources balance sheet.The achievements and the limitations of the first national geographical condition survey for the compilation of natural resources balance sheets provide the basis for the following work on the compilation of the balance sheet of natural resources,and provide new evidence and references for the scope and methods of the first geographical condition survey.
