摘要
党的十八届三中全会提出要"推进国家治理体系和治理能力现代化",高校与周边社区的综合管理作为社会治理的一部分,在国家治理体系中同样占据重要地位,是基层党组织建设和社会治理创新的重要内容。从高校与社区协同治理的理论逻辑出发,结合当前高校周边综合管理现状与问题,分析高校与社区共谋发展的优势,并且提出有针对性的路径策略,促使高校与社区之间人员互动、资源互换、文化互鉴、信息互通,同时吸纳政府机关、新闻媒体以及个人等其它力量形成协同治理的合力。
The third plenary session of the 18 th CPC central committee proposed to "promote the modernization of national governance system and governance capability". The integrative management of the university and surrounding communities as part of the social governance also occupy an important status in the national governance system, which is the important content of the basic-level party organization construction and social governance innovation. Starting from the theoretical logic of university and community collaborative governance, combined with the present situation and the problems of surrounding comprehensive management of universities, this paper analyses the advantages for universities to develop with their communities, and put forward some strategies to encourage personnel interaction resources exchange, mutual learning of cultural resources, and information communication between universities and their communities, at the same time to absorb such forces as government agencies, news media and individuals to form collaborative governance together.
